Makima does not possess generic telepathy. Her auditory dominance is biological, contract-based, and deeply unsettling. As the Control Devil (Conquest), her fundamental ability allows her to dominate any living being she perceives as inferior to herself. While controlling high-ranking human devils requires breaking their wills, common animals possess virtually no psychic resistance.
Throughout the Tokyo metropolitan area, Makima co-opts the sensory systems of small animals:
- Crows and Urban Pigeons: Positioned on power lines and rooftops, providing aerial sightlines and capturing open-air conversations from above.
- Rats and Mice: Nestled inside drywall, ventilation shafts, subway stations, and basements where human targets assume they have complete acoustic privacy.
- Lower Insects: Used in confined interior rooms to pick up acoustic vibrations that larger creatures could never reach undetected.
By routing the sensory perception of thousands of pests through her own consciousness, Makima created an inescapable surveillance web. When agents whispered treason in dark alleys, a stray rat sitting behind a garbage can carried their words straight into Makima’s high-rise office.
